First European defence industrial strategy at EU level



European Defence Industrial Strategy (EDIS) sets out a long-term vision for achieving defence industrial preparedness in the European Union. As a first immediate and central means of implementing this strategy, the European Commission is presenting a legislative proposal for a European Defence Industrial Programme (EDIP) and a framework of measures to ensure the timely availability and supply of defence industry products. Between 2025 and 2027, the EDIP will mobilise €1.5 billion from the EU budget, including the possibility to use windfall profits from frozen Russian assets to support Ukraine.

The strategy identifies the challenges currently facing the European Defence Technological and Industrial Base (EDTIB), but also the opportunity to exploit its full potential and sets the direction for the next decade. To support Member States in achieving these objectives, the European Defence Industrial Strategy is a set of measures aimed at:

  • support for more effective articulation of Member States‘ collective defence requirements;
  • ensuring the availability of all defence products;
  • ensuring the availability of all defence ensuring that national and EU budgets support the necessary means to adapt the European defence industry to the new security context;products;
  • mainstreaming a culture of defence preparedness into all policies;
  • developing closer relations with Ukraine through its participation in Union initiatives to promote the defence industry and to stimulate cooperation between the EU and Ukrainian defence industries;
  • cooperation with NATO partners, European strategic and like-minded international partners.

 

The strategy sets out indicators aimed at measuring Member States’ progress on industrial preparedness. The EC calls on the invited Member States to:

  • procure at least 40% of defence equipment on a cooperative basis by 2030;
  • ensure that, by 2030, the value of intra-EU defence trade represents at least 35% of the value of the EU defence market;
  • make steady progress towards procuring at least 50% of their defence budget within the EU by 2030 and 60% by 2035.
